Runtime assets required by structure generation beyond the structure-set list.

Vanilla datapacks let structure sets, template pools, NBT templates, and structure implementation dispatch vary together. Use StructureGenerator::vanilla_with_structure_sets only when the set list is custom but all other assets are still vanilla.
